Research On The Present Situation And The Development Strategy Of Construction Supervision In Shandong Province

The construction supervision industry has arisen out of presenting the higher requirements for management level and methods of construction projects with our country' reform and opening up and growing of the scale of investment in fixed assets.The implementation and building of the construction supervision system in China is determined in the Notice concerning the carrying out of construction supervision (JJZ [1988] No.142 File), issued by the Ministry of Construction on the July 25, 1988.With 20 years of development, China's construction supervision industry has undergone the three stages of making experiments, steady development and full implementation. At present it has been the important technical division of the engineering construction field of the country and played a tremendous role in the protection of our national interests and social and public interests, perfection of the construction market management system, improvement of the engineering construction management level and investment returns, promotion of the transform of China's construction project management mode and lining with international practice and the maintenance of the legitimate rights and interests of owners.The construction supervision industry in Shandong Province has made considerable development, but there have been still some shortcomings and issues needing further improvement. This paper presents the in-depth analysis of the current situation of the construction supervision industry in Shandong Province and the discussion on the existing problems by taking the advantage of the correlative theories of the PEST development environment analysis and industrial competitive analysis. The proposed industry development strategy is as follows:1. To perfect the relevant laws and regulations and policies to provide the guarantee of the industrial development;2. To deepen the reform of industrial mechanism to promote and foster the fair market competition environment; and3. To strengthen the self-building of enterprises to foster and improve the key competitiveness.
