As a burgeoning management discipline/subject, Project management not only attracts more and more extensive attentions from the industry, but also is more and more widely applied to modern enterprises. In project management, planning management runs throughout the entire lifetime of program, and exerts influence on all factors of program management. Program planning system is the language of program management, the core and inner drive of program management. The rationality and scientificity of planning will directly affect on the effectiveness of program management.Taking the opportunity that Shenyang Aircraft Company exercises program management practice on light aircraft program from development stage to batch production, and using and learning from the management experience and approach of other programs, by combining with the characters of light aircraft program, this article has restructured the program planning management system of SAC, and explored and researched on the improvement and development direction of program planning system. Striving to clarify concepts, clear up ideas, and distinguish the differences between program developing stage and batch production stage in terms of operational environment, program emphasis, and method of application of program management and enable a more organic combination between program management system and company program practice so as to promote and standardize program management level.First of all, this article analyzed the program of light sport aircraft in SAC and elaborated the general profile, process characteristics, market environment and program significance of light sport aircraft program, and set forward the general idea of planning system construction, the key points and difficulties in study and the pressure and challenges in the implementation of program. Aircraft development with typical program characteristics and life cycle, with clear start point and end points needs to complete the entire process including purchase of raw material, process preparation, detail parts manufacturing, assembling, debugging and flight test. Currently, international civil aircraft market has been greatly changed, and the requirement for aircraft configuration and demanding quantity has turned to diversification and individuation; meanwhile the requirement for airplane performance, quality and reliability is constantly increasing; and the requirement of delivery period for products or services is shorter and shorter, which requires a high parallel of design and development. In this case, the traditional functional planning management mode highlights many inadaptability, resource allocation & coordination, information feedback speed, already cannot satisfy the needs of the quick development of program, production efficiency as the embodiment of various contradictions is more and more obvious, the extensive management which relies solely on enlarging the scale to raise production capacity so as to meet the needs of the program has seriously breached of the normal rules of market economy. Therefore, program planning management mode must be reformed.Secondly, according to the features of light sport aircraft, with comprehensive reconstruction of program management planning system in SAC by combining the existing situation of company, and because of the difference of program delivery target, program is divided into development stage and batch production stage. Orderly arranging the tasks or activities involving in program, hierarchically breaking down task plan and putting goal and responsibility into place, forms a systematic, normalized, standardized and informationized management system. Through a scientific, reasonable and correct scheduled plan, unified the activities of all departments in enterprises, the enterprises can be intercoordinated in an orderly way among the intricate production process. Development program progress plan generally falls into program development initiation order, implementation plan, scope management, program 1# flow chart, program progress arrangement plan, program master phase schedule at various levels under which general there is four layers of plan which will put the master phase schedule into departmental working plan. Batch production program progress plan are generally classified into contract delivery plan/target delivery plan, production startup and delivery instruction, ship set flow charts, process schedules, assembling master schedule, the program master schedule, station assembly planning, detail parts production plan, finally implemented into departmental work plan. On the basis of theory construction, letting go into practice, continuously revise the theoretical model so as to realize the combining of theory with practice, and walk out the new road for the company's plan management mode.Thirdly, analyzed and evaluated on the Practical application of project plan and insuring measures. Analyzed on the organizational design, communication guarantee, problem identification and control, training follow-up etc, and he influence of other factors in the process of program plan advancing, set forth coordinative improvement ideas. Under the current program management, program team generally conducts coordination on the conflicts of program scheduled target. The program is highly concentrated in terms of plan formulation and control, decision-making of technical plan, etc., to directly command or directly complete key task. Functional departments by performing their duties, fully support the work of program team, at the same time mobilize necessary resources of program; ensure the completion of program tasks. Program management is essentially the management of change. Program progress usually does not accord with our expectations, no matter how detailed on the planning and organizing, therefore some problems will appear. If those problems can not be actively resolved, program progress will be obstructed. Problem management must strictly define hierarchy; one level shall be responsible for corresponding level. Problem shall not be escalated easily. Otherwise all problems will go to the core team, which inevitably will lead the core team members to struggle at dealing with problems and lost the control on overall situation of the program, program stakeholders must be timely trained if the management mode is adjusted so as to enable the program stakeholders clearly understand the sequence of thought how the process is designed. And make everyone use the same language for communication; ensure that the new plan management mode being put into place.In terms of the research methods, in this article takes work breakdown structure and project time management as the main means. Vertically define the scope of project tasks, detailed explicit work package; horizontally taking time axis as sequence, through the construction of planning system network, ensure a reasonable and orderly connection among program tasks. In the course of pushing forward the program of light sport aircraft, practically deduced the planning system of newly established program, and took helpful try on the innovation of program management system of company. In addition to be interrelated with products manufacture, program planning management is closely related to the quality and cost of program management. The essence of schedule and planning is a kind of plan for resource invocation. The formulation and control of plan is first of all a kind of balance under certain condition. Plan not only represents the time goal which is required to be achieved, but also should be a thorough arrangement for a series of planed resource. Above all, the establishment of program planning system will provide significant reference value for the management of other large-scale program with longer development and research cycle.
