Crisis Management Of Our Information Security Problem From The View Of Nontraditional Security

Since the end of Cold War, the survival and development of the states are being challenged gradually by those nontraditional problems such as Zoology security, Multinational crime, Terrorism, the Proliferation of chemical and biological weapons, Problem of emigration and Information security and so on. The information security, as an important part of nontraditional security attracts the extraordinary attention of more and more governments. The paper mainly takes the theory of crisis management and nontraditional security as the study basis, and also tries to put the mechanism of crisis management into the application of information security management.The main intention of information security study is to find out the mostly problems with information security in our country by analysis of information security status quo, then make a scientific management according to the traits of information security with the crisis coming. Our country has already had a deepening research since the firestorm of SARS crisis in 2003. However, the concrete study on information security goes blank up to now. With this aim, the paper develops to discuss and study the crisis management of information security, finally to put forward the crisis management of information security coinciding with our country. The paper is made up of five parts as follows:The first section is the introduction part. It mainly introduces the theme and significance of the paper, the status quo of information security at home and abroad, then lists the creating points in this paper.The second section is the introduction of basic concepts and theory. Firstly it explains some concepts like information security and related ones, meanwhile defines the scope of the research in information security and crisis management. Secondly it illustrates the most important theory basis in this paper: crisis management theory and nontraditional security theory.The third section is to discuss the national information security problem specifically. It briefly introduces the origins of the national information security problem, and analyzes the main threats. And also here it states the information security management systems of other countries and the inspirations of these systems such as US, Japan and Russia.The fourth section is the main body of this paper: crisis management of information security in China. On the basis of analyzing and learning from the valuable experience of developed countries, the author proposes some suggestions: first of all, the author analyzes specifically state of information security in our country; next the author puts forwards the managing measures with the information security crisis of our country from the four steps separately, preventive mechanism before crisis, warning system with outburst of crisis, management in crisis and the recovering stage after crisis.The fifth section is conclusion of the paper. It illustrates the studying basis of this paper, which is combination of crisis management theory and nontraditional security, and also concludes the thinking way of the study.
