The reform of the state-owned enterprise property is the key to the reform of our economy system. Our country has made great achievements after the reform of the enterprise property in the recent 30 years, which is helpful to the success of the reform of our economy system. However, there are still some deeper problems unsolved. In order to maintain the dominant position of the state-owned enterprise, it is necessary to perfect the state-owned property system. This thesis will make analysis into these fields.This thesis firstly analysis the property theory of the Marxism, the property theory of the West, and the theory of the enterprise system, which offer the theory support to the reform. Secondly, the significance of the property reform in the socialism construction is analyzed, including the enterprise self-growing, efficiency improving, and the protection of the staff rights, which prove the importance of the enterprise property reform. At the same time, the thesis tells the achievements of property reform, in terms of the state-owned enterprise becoming the main body of the market, the state asset centralized to the superiority enterprise, economic efficiency enhancing, and the promotion effect to the enterprises. The thesis has also analyzed the existence questions, including: The imperfection of the legal system, the lacking the coordinated reform system, as well as the information asymmetrical in the reform process.Based on the above questions existing in the property reform, this article proposes the following suggestion: building the advantageous legal environment to the property reform, offering the legal support to the property limits, transaction, supervision; clearing the management system of the enterprise property system; introducing the equal rights and responsibilities mechanism. It is not only to determine the proper salary system of the manager staff, but also build the inner relation between the benefits and the responsibilities, which is helpful to contain the unfair phenomenon spreading in the society. Moreover, it is necessary to safeguard the participation rights of the common staff in the enterprises property reform. The protection of the right to know and the supervisory authority will ensure the fairness of the reform, consequently, it will promote the construction reform achievement be enjoyed by the general society populace.
