With the methods of PDCA and EXCEL function and fish-bone, the article has analyzed shortcomings of training center in Total Quality Management and studied the theory and utilization of modern training project management . This article has first discussed training project quality appraisement system, in which it has mainly analysis the model of training students' overall satisfactory degree and has revealed the major factor that influences training students' overall satisfactory degree. Then it put forward the concept of Total Quality Management. And finally it has studied the pattern of Total Quality Management. The first is to normalize training management with reinforced whole process training quality management for breach, the second is founding on people to make whole members participation on training quality management.
