The author analyzed the Chinese freight trains manufacturing,sopportunity and challenge brought by actuality of domestic and overseastransportation by railroad, narrated that domestic rolling stockmanufacture enterprises demand urgently both engineers whoresearch/develope products and excellent artificers,at the same timepointed out that employee-training should has a strategic status. Theauthor investigated the management of employee-training in JinanLocomotive & Rolling Stock Plant (JLRP), in a systematic way analyzedthe actuality of personnel training system as well as problems occurred intraining process, brought forward some thoughts to solve those problems. Employee-training process is devided into four phases. The autherlaid research emphasis on those feeble phases, especially the three ones:analysis of demand for training, control of quality of training process,evaluation of effect of training;The author put the theories and methods ofanalysis of for training and evaluation of effect of training to use intraining practice, and mainly finished the work in three aspects:1.aiming at the development stratagem of JLRP and goal ofmanufacture & management in the year of 2005,after collecting andanalyzing information of demand for training, planned and framed anannual employee-training scheme. 2.offered a practical case in which the author evaluated the effect ofwelding work technique training by using many kinds of evaluationmethods. The valuable case can not only be consulted practically toimprove management of employee-training in JLRP, but also be used forreference by other railroad rolling stock manufacture enterprises toevaluate effect of employee-training.3.according to the practicality about the management system beingconstituted and the instance of JLRP,the author framed a set of controlprocedure documents relating to training process,to regulateemployee-training within enterprises,as prescription in ISO10015training standards.These documents can be used as guide to superviseemployee-training process in state interprises,to improve trainingquality,to increase efficiency in training system courses,to advance stuff intraining supervisors,to heighten continually the level of trainingmanagement and teaching,to make training be more pertinent and moreactually effective,etc.
