Rural surplus labor is one of the most important problems which restrict the rural economy and the society development. The fundamental reasons for the rural surplus labor problem are that the fanners are lack of the necessary transfer quality and skills. Through the education training, the improvement of the comprehensive quality and competitiveness of the rural labor is the fundamental policy to solve the rural surplus labor problem and the important assurance to construct new socialist countryside.For a long time, the extreme swell of instrumental rationality ignores subjective position in the education training and the life development and life demand of the people. It affects the increasing of education training quality directly. It is particularly outstanding in rural surplus labor training. It is a restriction to the increasing of education training quality that the training is not suitable to actual circumstances and not reflects on long-term development and not meets the farmer's demand.Life education theory suggests that: life is the foundation of education and the core of education and the basis of education. Rural surplus labor training is also the educational activities facing life while the educators are the farmer in the bottom of society. Farmers are the group which need care most. Farmers can not get knowledge to change their fate or to raise their life quality or the development of their life hard to continue for lacking for education chances and education resources. Education focuses on life. Through training, farmers can realize the existence state; education cares life. Through training, farmers can change their existence state. Focusing on life and caring life should be the spirits running through and being embodied in every links in rural surplus labor training.This study takes the rural surplus labor training in Chongqing as the study object, the life philosophy as theory basis, the quality management theory as the methodology basis. It analyzes the current situation of rural surplus labor training in Chongqing and the elements affecting the quality of rural surplus labor training in Chongqing and probes the effective strategies to increase the quality of rural surplus labor training in Chongqing using several study approaches , such as analyzing literature, questionnaire.This paper is composed by the following five parts:Firs part, introduction. To introduce the origin of the study, methods, train of thought and the summary of the relevant research results.Second part, definition and theory basis. To analyze the connotation and the substantive characteristics of rural surplus labor, rural surplus labor training and training quality assurance. To elaborate and analyze the theory basis of this study (life philosophy, total quality management) basing on the characteristics of rural surplus labor training.Third part, the current situation and problem analysis of rural labor transfer in Chongqing. To analyze the current situation, problems and the reasons causing the problems of rural surplus labor training in Chongqing based on practice and investigation.Forth part, to construct sound of rural surplus labor training quality assurance system. To construct sound of rural surplus labor training quality assurance system based on the practical situation of rural surplus labor training.Fifth part, specific strategies to increase the rural surplus labor training quality in Chongqing. To probe the main specific strategies to increase the training quality basing on the practical situation of rural surplus labor training in Chongqing, under the training quality assurance system theory, from the aspect of the element analysis of total quality management theory and another three aspects of government, training institution and society elements.
