Research On Xi'an Peasants' Professional Cooperative Economy Organization's Development And Countermeasure

At present, the main problems of developing rural economics in China are the contradictions between family management scattered in small scale and competing fiercely in big market, between obtaining comparatively less benefits from developing agriculture and increasing peasants' income and making progress in rural economics. Chinese peasants' degree of movement to organize cooperatives and of organization should be heightened to improve their disadvantageous status in the market competition, enhance the competition ability of agricultural products and help them be organized and high-efficient market competition main body. Thus, social dialogue mechamsm, social partnership and peasants' professional cooperative economy organization need to set up and consummated imperatively.With the development of more than 10 years, Xi'an Peasants' Professional Cooperative Economy Organization has formed the development tendency that is formed by the professional association primarily, the specialized cooperative society and the joint stock system cooperative economy organization for auxiliary and presents from preliminary organization form gradually to the senior organization form. Combining with the practices, taking the professional cooperative economy organization of peasants in Xi'an District, as the example, it is emphasized on the study on the development of professional cooperative economy organization of peasants in this district, and the future development model and direction is also advanced, so as to provide the policy-making bases for the local government to perfect the professional cooperative economy system of peasants in agriculture.In this article, I utilize the production and development agent of peasants' professional cooperative economy organizations of Xi'an, using the Western economic, the system innovation theory and the division of labor theory. And also I point out the following questions, for example, the small organization scale, the low organization standardization degree and the low peasants' cooperation degree; the internal management system is not perfect, so that the benefit assignment mechanism is not very reasonable; the channel of the capital is narrow; the related laws and regulations flaw and the institutional environment is not smooth; the intervenes of the government are so much, lacking the essential financial supports. And also I analyze restriction factors, such as, the peasants' culture quality is low, and the cooperative opinion is weak; the cooperative economy organization system flaws, the operating mechanism is not perfect; the government behavior is not standard; and so on, which affect Xi'an Peasants' Professional Cooperative Economy Organization. At last I propose the following countermeasure and suggestion, such as, reinforcing and establishing the standardization organization, guiding the development of various form; further propagating cooperation thought, carrying out the education to farmers and training skilled personnel; transforming the role of the government, strengthening the government's instruction and support, and so on, which help to impel and consummate the peasants' professional cooperative economy organization.
