Research On The Development Of Tobacco Peasants’ Professional Cooperatives In Sichuan

The organization form of tobacco production is changing with the continuous deepening of reformation of Sichuan Tobacco. Tobacco farmers’professional cooperative has been the main organizational form of tobacco production in Sichuan, and double-layer management, planted by peasants while serviced by cooperative as the main features of the new cooperative has preliminarily formed. At the same time, the unbalanced development, small scale, weakness of management and profitability are present in tobacco farmers’professional cooperative in Sichuan, which is bad for new tobacco agricultural construction and for raising peasants’income. Therefore, a thorough research about tobacco farmers’professional cooperative in Sichuan is necessary.In this research, literature retrieval, questionnaire and typical survey, positive analysis and normative analysis were used to overall analyze the present tobacco production and typical tobacco farmers’professional cooperatives in Sichuan. First, this paper summarized three basic principles and operation mechanism of tobacco farmers’professional cooperatives from literature data and surveys, and tobacco farmers’professional cooperatives had historical necessity was obtained. Second, this paper first expounded the status, management, development mode, main functions, income distribution and operation mechanism of tobacco farmers’ professional cooperatives in Sichuan systematically and amply, summarized the characteristics and problem. Finally, this paper put forward some suggestions to promote the development of tobacco farmers’professional cooperatives in Sichuan.Conclusions are drawn as follows:(1) Transforming tobacco productive modes from family into cooperative in Sichuan has historical necessity, because tobacco farmers’professional cooperative can solve these problems who will and how to produce tobacco. Cooperative is also demanded by tobacco industry to reduce cost and synergizc in tobacco production, while there is much advanced experience both home and abroad can be study. This paper summarized that organization mode of combination of centralization and decentralization had formed. The cooperative, integrated service was its development direction, tobacco industry provided support, and an innovation developing pattern for cooperative in Sichuan had formed. (2) The mechanism of organization and management, fund raising, service and business, benefit distribution of tobacco farmers’professional cooperatives in Sichuan was summarized by typical cooperatives survey, and its characteristics includes higher standard of construction of internal organization, diversification of function and mode, outstanding role in technology extension of tobacco, faster land circulation, high-level professional service, more and more planting professional peasants. (3) The problems of tobacco farmers’professional cooperatives in Sichuan was summarized:the development was restricted by particularity of tobacco industry, severe challenge of "three agriculture", organization construction and development scale should be improved, poor administration capacity for management and business. (4) Countermeasures of development of tobacco farmers’professional cooperatives in Sichuan: establishing the restriction mechanism for tobacco industry, government and members in cooperative and optimize the relationship of organization, training modern professional peasants and improve peasants’quality to face "three agriculture" with raising cooperative sense, enlarging cooperatives’developing scale by establishing manager institution, promoting democratic management, optimizing production organization with local conditions, developing diversification cooperatives and service objective and improving independent operation ability by raising assets utilization efficiency, liquidizing non-economic assets, importing advantageous resources and more capital input from tobacco industry.
