| With the increasing demand for construction land, more and more agricultural land has been converted to non-agricultural use, bringing about tremendous profits from increased land value. According to present policies, farmers are out of distribution of the profit while their development rights are deprived. This paper explores the way to distribute land development rights in land acquisition compensation in the view of the theory of land development rights. Farmers' willingness in distribution of land development rights were surveyed and analysed. Furthermore, an empirical analysis of theindirect compensation policies in Yiwu City was presented.Methods and conclusions are as follows:1. Fanners have the rights to share profits of land development rights.2. From the survey in some areas in Zhejiang Province, we found that most farmers expect to be included in distribution of land development rights because present compensation is too low. Logistic model was used to analyse the fanners' willingness to provide reference for setting the distribution ratio.3. From the empirical analysis on the compensation policies in Yiwu City, we found that Yiwu government distributes part of land development rights to fanners by indirect compensation ways, which is also the reason why the compensation policies run well in Yiwu. From the quantification and comparison of the compensation measures in Beiyuan Street, Yiwu City, fundamental reason was confirmed: the value of land development rights distributed to farmers by indirect compensation ways are beyond farmenrs' willingness.Fiannlly, policy suggestions are provided from the research: on one hand, we could establish a new system which combines direct compensation and distribution of land development rights; on the other hand, we sould fully consider farmers' willingness on setting of the distribution ratio. |
