The core of three agricultural problem (rural area, agriculture and peasant) is the land problem, the core of the land problem is land expropriation, the core of land expropriation is land expropriation compensation. The defect of current land expropriation system is increasingly obvious, is becoming unstable factor which will result in the social contradiction and influence social harmony. No matter in theory or in pratical, the requirement of improving the land expropriation compensation is strong. The land expropriation compensation based on annual output value multiple method cannot guarantee the survival right and development right of the peasants, the development right of peasant is closely associated with farmland development right, loss of farmland development rights leads to ingringement of the development right of peasant. Consequently, studying on the land expropriation compensation based on the farmland development rights is very urgent.This paper firstly combines the land value-added caused by land acquisition with farmland development rights, studies the realistic income distribution model of the farmland development rights; then hypothesis of the rights ascription based on the perspective of farmland development rights, puts forward the idea of the distribution about farmland development rights, establishes the land acquisition compensation standard; proposes the pricing model of farmland development rights, calculates the price of farmland development rights, quantifies the abstract proprty based on emprical analysis; calculates the land acquisition compensation price which is based on farmland development, carries out a comparative analysis of this price and the current land acquisition compensation price; summarizes full-text and finally raises policy suggestiongs.According to this several aspects above, the results might be:Firstly, puts forward the idea of the distribution about farmland development rights, determines the subjects of income and distribution proportion, advocates that the land acquisition compensation for peasants shoud be the sum of arable land value and part of farmland development rights value. Secondly, proposes the pricing model of farmland development rights,calculates the land acquisition compensation of the case plot. Finally, carries out a comparative analysis of the price based on farmland development rights and the current land acquisition compensation price, discovers calculation that the price based on farmland development rights will give peasant higer compensation and security their survival rights and development rights, at the same time government can gain part of income during the taxation, assures fairness.
