Study On The Functional Organization Of Central City About Metropolitan Coordinating Region

Metropolitan Coordinating Region is a new phenomenon based on world's urbanization. It is the higher step of cities' system in a certain region. With the development of urbanization and globalization, many new ways of organization between one city and another come forth in both developed countries and developing countries, such as urban agglomeration, metropolitan district, megalopolis and metropolitan interlocking region, etc. The appearance and evolvement of Metropolitan Coordinating Region are associated with the development of regional economy and society.First, this paper analyzes the phases of evolution about Metropolitan Coordinating Region. The development of Metropolitan Coordinating Region follows the process of self-organization, which is embryonic stage, growth stage, development stage, and then maturity stage. In this process, a central city, with the highest economic energy, dominates the economic and social development of the system, taking the role of the first wide goose in the cities' system of Metropolitan Coordinating Region. By the two forces of centralization and diffusion, the central city organizes and drives cites and the hinterland of Metropolitan Coordinating Region, promoting the Metropolitan Coordinating Region to the mature stage.Second, the functional organization of a central city contains economic organization, social organization, scientific and technological organization, cultural organization and environmental organization. With the centralization and diffusion mechanism, the central city promotes the development and evolution of the Metropolitan Coordinating Region through every functional Organization. Along with the upgrading of the Metropolitan Coordinating Region system, the central city gradually becomes the centre of the system's services, management, research and development, and innovation of the Metropolitan Coordinating Region.Finally, this paper takes Lanzhou Metropolitan Coordinating Region for example, analyzing the functional organization of the central city. By analyzing the differences between Lanzhou and other central cities, the paper puts forward that Lanzhou Metropolitan Coordinating Region shows to be in the embryonic stage. Therefore, during the process of cultivating and building Lanzhou Metropolitan Coordinating Region, the most important issue is how to expand the integrated strength of Lanzhou city and cause the rapid gathering of the central city. The purpose is that the central city can have enough capability to bring along the vast region with a sustained and rapid development. At the end, by the affection of central city's economic organization, social organization, scientific and technological organization, cultural organization and environmental organization, the paper puts forward the optimizing measures of Lanzhou city's functional organization.
