A Study On The Development Situation Of The Central City In Lanzhou Metropolitan Circle

The central city plays an important part during the evolution process of metropolitan circle. In 2009, Gansu Provincial Committee defined the regional development strategy of "center leading, wings flying, group developing, whole promoting. In this new strategic thought, center leading has become the starting and guidance mechanism of the whole strategy. Center leading matters the overall situation and is a significant regional development strategic adjustment of the whole Gansu Province. The responsibilities and notions of the central city development directly affect the success or failure of the regional development strategy. The construction of Lanzhou Metropolitan Circle-what's more exactly-the regional development of whole Gansu Province, is a long-term and dynamic process, which needs its central city Lanzhou to give the core power continuously, promoting the whole metropolitan circle develop steadily. In recent years, with the growth of economic aggregate and the advancement of city construction, the basic conditions for Lanzhou to effect core functions have been improved. However, compared to other central cities in the Yangtze River Delta and the Pearl River Delta, there still exists a few constraints in Lanzhou, such as imperfect system and mechanism, limited development space, weak industrial competitiveness, insufficient funds, limited talents and so on. The functions of aggregation, diffusion and creation in Lanzhou are far from enough, which could not radiate the whole metropolitan circle well. Playing the leading role in Lanzhou metropolitan circle's development, Lanzhou needs to breakthrough every weak link to achieve leaping development and enhance competitiveness, so that it can sufficiently develop its central leading functions, promoting the developments of the Lanzhou Metropolitan Circle and even whole Gansu Province continuously and powerfully. This paper takes Lanzhou Metropolitan Area's programming and constructing as its background; on the bases of explaining central city's meaning and goals, this paper mainly analyzes the central city-Lanzhou's development situation, then finds out the advantages and disadvantages for it to develop the central function in detail, at last concludes the methods for Lanzhou to enhance its center leading effect better in the future.
