Our country is an important agricultural country in the world. The question of the agriculture, the countryside and the farmer relates our party and the national overall situation throughout. The Central Committee of the CCP, State Council has issued "Views on The Strengthening of a New Socialist Rural Reconstruction" had made a comprehensive deployment solidly to plans development of the city and countryside economic society and advanced the socialism new rural reconstruction in 2006.To build a new socialist countryside, we must have the complete science understanding and the understanding on agriculture, countryside and the famer. For this reason, I go down to the countryside and made this social investigation. Because countryside health is direct relation to farmer's life and health, so I take the medical and health as the subject of investigation.This investigation mainly used the questionnaire, the interview to make the investigation to the Henan Province Huaiyang County's health construction condition, the investigation object has included: Government personals, medical officers, farmer and so on. According to a survey of the data collected was divided into three parts for analysis. The first part is the Government department to the health attention and the investment. I analysis mainly from the Government's health policy and advocacy, the rectification of the health input, the input of health, the price of drugs and the management, the management of medical institutions, the implementation of a new cooperative medical care system and gas projects and so on. This analysis of the survey is focused on the implementation of a new cooperative medical care system and biogas project. The analysis on the new rural cooperatives medical service system mainly from the insured population, reimburses aspects, result situation and influence to medical and so on, and hopes to the question of the rural cooperatives medical service system which exists in the implementation process. At the same time, the first part has also carried on the analysis to the methane project's implementation situation, and to implement the question which in the process appeared to propose the solution countermeasure. The second part is the Medical establishment to the health attention and the investment situation analysis. This part obtains from the medical officers situation and the Medical establishment situation two aspects, reflects Medical establishment's in new countryside health construction condition and the insufficiency through the cruising data, in order to perform in the new rural reconstruction to improve. The third part is the farmer to the health attention degree situation analysis. The farmer is the medical and health work service main body, through as well as they sees a doctor the situation to their basic situation's analysis, they buy the drugs situation, disease to their aspect and so on family influence analyses, to understands the countryside health construction the implementation situation as well as it to the farmer production and the life influence.Finally, part of the investigation by the above analysis, respectively from the Government, medical institutions and peasants three aspects of the new rural medical and health issues arising from the construction and inadequate, and were targeted from the legal, institutional and other aspects put forward countermeasures and proposals, and hope to it will promote China's building of a new socialist countryside.
