Research On Development Countermeasures Of The New Rural Cooperative Medical System In Xiangfang District

The new rural cooperative medical system(hereinafter referred to as NCMS) is a mutual aid medical system of farmers. It is organized and supported by the government. Farmers voluntarily participate in the NCMS. Its funds were raised by individuals, collective and government..NCMS Treats serious illness as the focus. The new rural cooperative medical system has far-reaching significance to resist the major diseases of farmers, improve the quality of life of farmers, and promote the development of rural society and economy. However, in the operation of the new rural cooperative medical system in Xiangfang district were still some problems to be solved. Therefore, in this research the new rural cooperative medical system in Xiangfang district was tak en as the research object. Under the guidance of relevant theory, using questionnaire survey method and comparative analysis method and so on, first of all,the operation situation of the new rural cooperative medical system in Xiangfang district was analyzed. Then the problems were discussed. Finally the successful experience of the development of the NCMS in other parts of t he country was used for reference. And countermeasures to promote the development of the new rural cooperative medical system in Xiangfang district were put forward. In this research there will be important theoretical guidance value to promote the new rur al cooperative medical system, and there will be important guidance and reference significance to raise the medical security level of Xiangfang district farmers and development of NCMS. The main contents of this research are as follows:On the basis of the research on the related data of the rural medical security in Xiangfang district of Harbin city, the analysis results of the development status of the new rural cooperative medical system in Xiangfang district was as follows: Total financing of the Xiangfang district of NCMS increased year by year, the benefit of participating in the new rural cooperative farmers(hereinafter referred to as the participating farmers) was increasing; the hospitalization rate, the number of hospital inpatients and hospitalization expenses at all levels in Xiangfang district were increasing year by year; the degree of difficulty of farmers medical referral was larger; the difficult problems of medical expenses reimbursement was being gradually resolved; the proportion of hospitalization compensation costs of the district level hospitals was increased year by year and the one of the township hospital was decreasing year by year; A few farmers were not satisfied for the supervision and management of the government on the NCMS, an d a majority of participating farmers were not satisfied to the service attitude and service quality of medical staff in designated medical institutions; the farmers have a strong voice to improve the proportion of medical expenses compensation, improve the referral system, strengthen the management of the NCMS. And the operation of the new rural cooperative medical system in Xiangfang district from the system itself, the operation of the designated medical institutions and the problems of the supervision and management of the new rural cooperative medical system were discussed. On the basis of the current situation and problems, draw lessons from the successful experiences of the development of the new rural cooperative medical system in other regions of Ch ina. The Countermeasures of promoting the development of Xiangfang District Rural cooperative medical system are put forward from three aspects: perfecting the system of the new rural cooperative medical care system, improving the service level of the desi gnated medical institutions, strengthening the supervision and management of the new rural cooperative medical system.
