Public Policy Research Of New Rural Cooperative Medical Treatment System

The new rural cooperative medical system (RCMS), which mainly plans serious illness, is the farms’mutual medical cooperative system with government organization, guidance and support, farms’ voluntary participation, individual, collective and government multilateral finance. As an important part of the social security system in rural areas, it was created to protect the health of farmers, to narrow the gap between urban and rural areas, to build a harmonious socialist society.New rural cooperative medical system is supporting rural medical security system building with the development of the market economy. Its goal is to achieve a fair benefit to address prominent social problems in rural areas. How to build seeking medical treatment for farmers and expensive medical treatment has become one of the important tasks of the new rural construction. The article makes review of the change process of China’s rural cooperative medical care system, discusses the supply and demand of China’s rural health care market and the mode of operation, operation mechanism and institutional reform of the rural cooperative medical care, basing on the summary the relevant literature. And it summed up the insufficiency confronted by the disunion of level of awareness of the cooperative medical care system, unreasonable resources of resource allocation, the nonstandard of the institutional settings, and the lack of personnel system and supervision system with the inadequacies of the new rural cooperative medical system. Above all, this study has put up with the policy recommendation for improving the new rural cooperative medical care system. It is recommended the supply system, mechanisms to protect a series of policy, and so on. That is the role’s theoretical and practical meanings of building a new cooperative medical and health system reform in future.
