China Telecom proposed to push forward the strategic transformation of the corporation, implement accurate management of network operation and maintenance .The corporation plans to practice a innovative management mode of quantification and contract of network maintenance in aspect of network operation and maintenance, establish a scientific,dynamic management mechanism and performance evaluation system, carry out quantitative analysis and management to the network maintenance ,in order to optimize reasonably the allocation of resources ,intensify the execution , boost network benefit ,enhance the positivity and activity of working employee and raise continuously the ability of efficiency and support of network operation and maintenance .Shenzhen Telecom branch is one of the experimental units.The study object of this thesis is network maintenance section which takes charge of Shenzhen telecom network maintenance management.
