To Develop New Countryside Leading Industry

There are some problems in the development of modern agriculture in Fujian province: a sizeable economy, the growth rate instability, the weak capacity of promoting employment and income of peasants, and of protecting the ecological environment. The main reason for these problems is that New Countryside Leading Industries develop weakly. The development ideas for New Countryside Leading Industry are such of these: the use of modern development concepts; unbalanced development strategy; basing on agricultural production; including all the economic activity of the production, processing and circulation processing. It not only has the general characteristics of leading industries, but also to take their comparative advantages, to protect the ecological environment and to promote employment and income of peasants. It stressed production efficiency, ecological efficiency, and effectiveness of the unity of life. And it can give full play to modern agriculture's production, ecology and life function. From the situation in the province of Fujian, aquaculture, animal husbandry, forestry and horticulture industries as a new industry can be the New Countryside Leading Industry.In this paper, using methodology from systems, natural, economic, political, cultural, and social capital conditions are thought for the operating conditions and the external environment constraints of the New Countryside Leading Industries. Moreover, the author interprets the running mechanism of New Countryside Leading Industry from a system perspective. On this basis, the author proposes policy proposals for the development of New Countryside Leading Industry in Fujian Province: take their comparative advantages and create special industries; perfect infrastructure, and strengthen the development of security ; change the concept of development, undo the untied shackles; speed up institutional innovation, power on the industry activation . This paper believes that we should apply Scientific Outlook on Development to the view of New Countryside Leading Industry, and that the role of government is to coordinate urban and rural development, and to coordinate and promote the interactive of production, processing, circulation and other related industrial chains.
