An Empirical Analysis On Allocative Efficiency Of Agricultural Resources In Xinjiang Based On DEA

The agricultural resource is the essential condition and material basis for the survival and development of human. Xinjiang is a big agricultural province, to a great extent, the development level of agricultural economy affects the entire national economic development level in Xinjiang. Although the storage of agricultural resources are rich, but the quantity of agricultural resource that can be used is very limited, Therefore, how to use the limited agricultural resource reasonably and effectively, to improve the allocative efficiency of agricultural resources are very important subjects for the agricultural development in Xinjiang. In recent years, the output and the quality of Xinjiang's main agricultural products have had a substantial increase, the internal structure of the agriculture, the forest, the herd, the fishing and the crop production have had immense changes, the market plays an increasingly important role in guiding the optimization disposition of agricultural resources. However, what characteristics does the allocative efficiency of agricultural resources have in these years, whether it has been improved gradually? What regional characteristics do they present? What characteristics do the technical efficiency and scale efficiency of the agricultural production factors show? Only by replying these questions very well, are we able to take the corresponding measures to further improve agricultural productivity in Xinjiang。Using the data envelopment analysis (DEA) method, the article empirically analyses the allocative efficiency of agricultural resources in various counties and cities in Xinjiang. The result indicates that generally speaking, the allocative efficiency of agricultural resources is high. From the time series it presents the characteristic that the allocative efficiency of agricultural resources droppes first and then elevates, the reason may be that the government enlarges the agricultural investment dynamics in recent years, and precisely because these investments have a certain hysteresis quality that lead to present such characteristic of allocative efficiency; In various regions it presents that the allocative efficiency of agricultural resources is anomalous, this is mainly because the present industrial structure of agriculture and the combination of essential agricultural production factors have already enabled the agricultural resourcses'disposition to achieve a very high level, if we don't turn the industrial structure to a new one and don't optimize the combination of essential agricultural production factors at the right moment, the resources allocative efficiency may have a relative declining trend. Therefore, to optimize the industrial structure of agriculture and the combination of production factors are primary missions that Xinjiang agriculture faces at the present.
