The allocative efficiency of science and technology resources often reflects the strength of science and technology and innovation ability.Therefore,it is of great significance for innovation-driven development strategy implementing to deepen the reform of S&T system and optimize S&T resource allocation.By measuring the efficiency of S&T resource allocation and its changes,and analyzing the internal causes of changes and factors that affect the efficiency of S&T resource allocation,we can understand the problems in the process of resource allocation and provide suggestions and references for the government to adjust and optimize S&T resources allocation.The main contents of this paper include five parts:First,analyzing the regional resource allocation situation of in China by using descriptive statistical method;Second,estimating the efficiency of China's science and technology resource allocation and sorting for all regions according to efficiency values by combining with CCR model,BCC model and super-efficiency DEA model,at the same time,we use projection analysis on DEA ineffective areas to know the cause of inefficiency,and adjust the inputs and outputs to improve the efficiency of these areas;Third,analyzing dynamically of the allocation status of science and technology resources in China from 2000 to 2013 by Malmquist index model,and decomposing the total factor productivity to explore the internal cause of dynamic changes;Fourth,analyzing the external factors which affect the efficiency of S&T resources allocation;Fifth,summarizing the previous research results,and give the corresponding policy recommendations.
