Study On International Cooperation Of Chinese Fishery Industrialization

Fishery industrialization is another hot topic in fishery field after the contract system and economies of scale. It advocates linkage of all fishery production links, and achieves the whole management of fishing,cultivation and processing; producing,supplying and marketing;fishery,industry and commerce , with great significance to fishery modernization. Although we got some achievements in fishery industrialization, we still in primary stage. So we need introduce international cooperation to speed up our fishery development, which will help our fishery integrate into international industry chain better.Innovation point of this article is: connected with the concept of industrialization, set the whole chain as the research object, and divide it into producing,processing and marketing three links. This kind of structure is comprehensive and systematic, it contains all segments of industrialization and analyses every segment specifically at the same time, then gets different development mentalities and suggestions.International cooperation of production segment contains fishing and cultivation. We research mainly on deep-sea fishery, especially on the exploitation and competition of fishery resources in international waters and ocean. To strengthen cooperation and exchange in fishing, we need seek for more partners, develop new cooperation fields and explore new cooperation methods. In the field of cultivation, we are competitive, not only for our obvious resources and technology advantages, but also for our labor advantage. We should strengthen our international influence through increasing export of cultivating aquatic products, promoting common research and exchange of good fry and advanced cultivating technology and advocating leading enterprises"investing abroad".Aquatic products processing industry connects producing and marketing , and plays the role of linking between past and future. There are some inadequacies in introducing technology and equipments, staff quality and district distribution. Enterprises need to introduce equipments scientifically, pay more attention to R&D, accelerate construction of training system and aquatic products processing base, at the same time formulate differential policies to strengthen the attractiveness of the central and western regions. These effects can promote the upgrading of our processing industry, improve intensive processing level and meet the needs of global market better.Marketing is the last and the most critical link in the fishery industry. It links between international and domestic resources and markets, and driven scale production of domestic cultivating and processing. Export of aquatic products developed well recently, but suffered hinder frequently because of inside and outside factors. Through analysis we found that aquatic products'quality and safety standard is the focus of these factors. So we need speed up the construction of quality and safety standards'long-term mechanism.Fishery investment is the most important way of taking part in international cooperation and penetrates through all links. It contains two aspects: one is foreign investment which developed early. It mainly exists inadequacies in industry distribution, region distribution, investment scale and benefit. In order to solve these problems, we can enhance constructions of fundamental facilities, investment soft environment, social service system and leading enterprises. Another is our leading enterprises investing aboard which developed recently, it played an important role in developing international market and resources, we need support it actively.All in all, fishery industrialization and international cooperation have close relations with each other. On one hand, fishery industrialization requests serial, social and whole management, all kinds of production factors'optimization and an open, unified, ordered marketing system. These efforts can lower circulation fees and provide good environment for foreign investors. On the other hand, introduction of international cooperation can promote building of Chinese fishery industrialization.
