The Study On Chinese Fishery Intermediary Organization

The fishery intermediary organization is an intermediary organization which is closely-related to fishery industry. It does not directly engage in fishery production and fishery trading. Under marketing economy condition and according to certain law and regulations, fishery intermediary organization with its unique function of social service, interchange, impartial appraisal, inspection and management, communicates government and fishery enterprises, fishery enterprises and fishermen, and also among different enterprises. It coordinates their interests. Based on the principle of independence, justice and impartiality, it is a socially self-disciplined organization which provides various services for the main bodies of fishery industry. The fishery intermediary organization could be divided into two types: social one and marketing one.At present, our country's fishery industry faces many problems. Such as the fishery resources are being seriously dried up; the fishery industrial contradiction is increasingly outstanding; the fishery inspection and management is difficult; fisherman's income reduces continuously, etc. From the point of industry organization, the root of our country's fishery problem lies in the contradiction between the great marketing demand and the separation of fisherman's operation; in the meantime, because of the numerousness of fishermen and the unbalanced distribution, the cost of governmental inspection and management is high, thus fishery management policy usually is hard to be validly enforced. Fishery intermediary organization is able to organize fishermen to carry on large-scale production and realize fishery economies of scale. In the game between government and fisherman, fishery intermediary organization can moderate the interests between the above two sides and lower the trading expense, thus it plays a critical role in our country's fishery development. The domestic and international experience shows that to develop fishery intermediary organizations of different levels and scopes is a very effective way to solve our country's current fishery problems.Commencing from related theories about intermediary organizations and by making use of the theories of institutional economics, industrial organization, environmental and natural resource economics, economies of scale and industrial chain, industrial cluster, government economics and game theory, this paper makes research on the theories of fishery intermediary organization's form, type, development stage and its growth mechanism. It initially sets up the frame of fishery intermediary organizations theory. Through analyzing the developing opportunities of our country's fishery intermediary organization, this paper puts forward the overall plan, developing emphases and concrete countermeasure by taking references from international fishery intermediary organization developing experiences and investigating the development circumstances of fishery intermediary organizations from domestic seaside areas.This paper is divided into seven parts according to the content arrangement.On the part of Introduction, it introduces textual research background, research meaning, research method and technique route, analyzes present condition of research both domestic and international and educes the research meaning of this paper.Chapter 1 refers to intermediary organization and related theories.
