This paper pay attention to the revolution of international trade and start from the theory home and abroad about industry cluster. After analysing the mode and characteristics of main industry cluster home and abroad, this paper states the interactional mechanism between international competitive power of medium and small enterprises and industry cluster. This paper sums up main problem existing in medium and small enterprises industry cluster and call on that we should raise the place of medium and small enterprises in global value chain based on innovational industry cluster.After analysing the typical industry cluster of India, finding difference and problems in Zhong Guan Cun cluster, this paper build mathematical models to prove that knowledge innovation and overflowing can do good to the development of medium and small enterprises in cluster. In further, this paper want to prove that the economy effects and competitive strength by industry cluster can elude the antidumping and technical barriers which exist in export of medium and small enterprises. In addition industry cluster based on innovation can form the huge competitive power of regional band effect which can expend the space of profit in export. The development of international ability also can lead the further movement of cluster.
