The Research On Regulation Modell Of Non-Profit State-Owed Assets

In our country, Non-profit State-owed Assets (NSA) are playing a very important role in the fields of economy, politics, society etc. Lots of local gorvenments of our country have explored the regulation methods of NSA actively for many years and have made some achievements and experience. However, the problems such as property right, low service efficiency, area's disequilibrium distributation, 'the inequality of bitterness and happiness' in departments and the loss of NSA are still serious. The basic reasons of these problems are lacking of a uniform supervision model. Owing to the nonconformity regulation model, especially in the regulation bodys all over the country are nonconformity, which increase the difficulty of NSA regulation through the whole country. With the proportion of NSA being higher and higher in the whole state-owed assets, how to supervise NSA to make it exert the greatest utility is a problem that all walks of our country want to pay attention to. In this thesis, the purpose of the author is to construct a uniform NSA regulation model, mainly by analyzing the four key elements of regulation model---the goals of regulation, the body of regulation, supervision operating mechanism and supervision methods then draw a conclusion.The related theories and the fruits at home and abroad are first summarized in this paper, then the scope of NSA is limited in the second part, by briefly introducing the based situation and the existing problem of NSA implies the necessity and urgency of constructing the model. Meanwhile, a conclusion is obtained by analyzing the classical regulation models at home and abroad and summarizing the experience. Finally, this paper analyzes systematically about the four key elements of model, which helps to construct the regulation modell of NSA and the framework of the performance evaluation index system in this paper.The results of this thesis indicate that the regulation goal of NSA is the "3Es", i.e., the efficiency, effectiveness, equity of NSA. It is reasonable to set all levels of finance departments to become the main bodys of NSA regulation.For the mechanism of regulation, based on the fact of NSA, the related regulation bodys of mechanism is analysed and concrete improvement measures are given. In the aspect of methods,owning to the lack of performance evaluation index system of NSA in our country, this thesis pays more attention to the research of the performance evaluation of NSA.The conclusion shows that NSA should be managed and evaluated gradely and classically,the framework of NSA's performance evaluation index system includes three levels of macroscopic,mediscopic,microscopic level and aimed at the goals of 'Es'.At the end of this thesis,the constructive advice and prospective study of legalization, transparence,openness and increasing the satisfaction of people are proposed around the goal of NSA.
