The Research On Operation Model Of Non-Profit State-Owed Assets In Sichuan Province

In our country, Non-profit State-owed Assets are constituent part in State-owed Assets System, and are playing a very important role in the management and public service field of government. At present, lots of local governments of our country have explored the supervision model and the operation model, a uniform supervision model was being shaped, while the research about the operation model of non-profit state-owed assets.Related the national situation, the existence of paying attention to profit state-owned assets not to non-profit state-owned assets management issues, and specifically they tend to use not to management tendencies, resulted in many problems, especially such as the contradiction between the executive management and asset management operations, the confusion between profit state-owned assets and non-operating state-owned assets management, which has seriously affected the operation of asset performance, decided to necessarily promote the reform of non-profit state-owned assets management system.This paper aims to operation model of NSA in Sichuan Province as the research object, the study includes four parts. Firstly, the related theories and the fruits at home and abroad are first summarized in the paper. Secondly, introduces relevant theoretical basis, and the NSA, administrative institution of state-owned assets, and operation of NSA on the definition, then the operational goals positioning of NSA. Thirdly, on our NSA, through the analysis of the status quo of NSA management and of NSA operation and of NSA operation in Sichuan, points out that the current the existing problems and reform countermeasure in NSA. The final chapter is the core content of this paper, constructs an operation mode of Non-profit State-owed Assets. Using system analysis and the SW analysis for administrative institutions of state-owned assets in Sichuan and the operation of state-owed holding company, based on the analysis of main body, from three aspects of operation main, operation methods, and operation mechanism conducts the operation mode of NSA in Sichuan. Because of the operation mode of NSA involves not only exists in the administrative institution, also contains the state-owned assets of state-owed holding company which is not operated.The results of this paper indicate that it is proposed to set Sichuan Development Holding Company and Shengshujiguanshiwu Management Office in Sichuan as the operational main body of NSA in Sichuan, and realize the whole operation of NSA建议through alliance operation and independent operation. Related the operation model,27 state-owned holding companies is being integrated in Sichuan province. This paper explodes for constructing NSA operation model. I wish promoted the reform of non-profit state-owned assets management system in Sichuan, and had exploded a uniform operation model of the administration and institution state-owned assets.
