On the other hand, the theoretical research merely stays in the bidding stage, and did not think it with the actual construction work of the successful bidder after bidding. In accordance with the life-cycle cost theory, the construction costs of the project are more or less with the use of costs. The costs reduce when bidding are often freighted with the increase of the use of cost. Therefore, it is more accurate to formulate effective bidding strategy that combine to consider the performance of the bidding contractors withthe actual construction work of the successful bidder after bidding.Therefore, this paper researched the impact of quality and time to the contractor bidding strategy using game theory methods. From the quality, we researched that the contractor uses the strategy of reducing the tender price when they face the fierce competition in the market. And during the construction process, the successful bidder work hard to seek the ways of reduce the quality to compensate for the lack of profits. From the time, first we introduced the four widely used in foreign countries' bidding methods which consider the factor of time. They are bidding on cost and time, incentive and disincentive, bidding on cost and time combined with incentive and disincentive and lane rental. Next, we made a game analysis about the way of bidding on cost and time. And we made a game analysis about the speculative behavior that the contractor may take about the construction time. Finally, we analyzed the other ways from the qualitative point of view.There are a lot of factors that they impact bidding. In order to develop the right strategy, analysis the impact of these factors is very important. And so that combine the contractors' bidding behavior with the actual construction work after bidding if they got the contract.
