Transport sector is one of the biggest energy consumer and greenhouse gas emitters in the world. Urban transport sector, as the largest consumer in the transport system, shoulders most of the burden of reducing GHG emissions and the transformation of the economic structure. The application of urban new energy bus has brought lots of benefits from the aspects of energy strategy, economy and environment, which draws increasing attention from society. Now demonstration projects have received the good results, yet with some problems. The paper studies the development of urban new energy bus based on life cycle theory, puts forward the relative policy advice through the game theory and internalization of external environment cost. The paper presents main research contents as follows:1.By the application of the theory of internalization of environmental cost, the paper essentially analyzes the promotional work of urban new energy bus.2.Considering the common development law of new clear product, the paper describes the economics entities and crucial factors in the market of urban new energy bus, and announced the immanent connection of economic moving mechanism and economic benefits based on life cycle theory, import period, rise period, mature period and decline period.3.Considering the particularity and characteristic in development of urban new energy bus, the paper establishes the game models in every periods of its life cycle through analyzing the key problems such as the government subsidies and construction of service facilities, etc. Then, by studying the balanced solve of these models and the parameters, suggestions on the policies are given in theory.4.By the case study of Guangdong province, the paper establishes the game models of import period and rise period, and completes the accounting of environment benefit and government's investment strategy in construction of service facilities. Finally it gives rational policy suggestions in Guangdong province.Eleven figures, nineteen tables, sixty one references.
