The Establishment And Application Study Of E-Government Performance Assessment Tech-Index Systems

This essay defines the establishment and research on the application of E-government performance assessment tech-index systems as the breakthrough point and virtue of the China's E-government tech and government performance evaluation, and as for the research proposal, it's a new problem in the theory foreland, being reality targeted and a proper guidance for the practical use. By means of the integration of gauge research analysis and positivist analysis, qualitative analysis and quantitative analysis, this thesis has broadened our view in this area and provided new approaches to the study of the establishment and application study of E-government performance assessment tech-index systems.This essay is divided into four parts: in Chapter I, the source of research proposal is stated in the first place, then the author put forth her thoughts, way of study and content of the thesis and points of innovation on the basis of presenting the background and significance of title selecting, the relevant achievements on the study of E-government performance evaluation overseas. In Chapter II, in the first place, the E-government performance evaluation and E-government tech are clearly defined. In the second place, an analysis is put forward as for the problems of E-government at the technology level in our country and their relevant causes. The author moved on to state the necessity of pushing forward the E-government from the technical perspective in the second place. In Chapter III, we mainly probed into the designing principle, designing thoughts and the specific design of E-government performance assessment tech-index systems, and then progressed to the study of the weighing of E-government performance assessment tech-index by means of AHP. In Chapter IV, on the basis of the comparison and selection of the current norms of evaluation, the author attached emphasis on the fuzzy AHP model design of the E-government performance assessment tech-index systems, and did a positivist analysis on it, thus the author put forward an approach to the improvement of E-government performance based on tech-index in accordance with the results of assessment.The main outcomes and innovation of this thesis are as follows: (1) We dealt with the e-government performance evaluation from the technical level. (2) Initially constructed a comparatively complete E-government performance assessment tech-index system. (3) Exercised AHP (analytic hierarchy process) and fuzzy comprehensive evaluation on the positivist assessment of E-government performance.
