Study On The Performance Evaluation Of Hunan Provincial Government Investment In Science And Technology

As the basic elements of scientific and technological activeities, science and technology input is the premise and the important foundation for the development and progress of science and technology.Therefore, the performance management of government Science and technology input also has become the hot topic which academia and government concern about a lot. In recent years, despite the increasing science and technology input in Hunan Province, there are still many shortcomings in science and technology input system in Hunan Province.Performance management of science and technology input in Hunan Province is the research object in this paper. Firstly, according to the related science and technology input performance evaluation literature at home and abroad, combed the correlative theories of science and technology input and the evaluation index system and research methods of government science and technology input performance, defined the connotation of scientific and technological activities, government science and technology input and output on the basis of it, made a brief review about the evaluation methods; Secondly, current situation of science and technology input and output in Hunan province was compared and analyzed vertically and horizontally; Thirdly, the index is selected according to the scientific, systematic, operational and independent selection principles and the performance evaluation index system of the government science and technology input is constructed in Hunan province by trying to quantify policy impact, through the discriminating power and correlation analysis of the primary index system, the evaluation index system of Science and technology input performance is screened and ultimately determined in Hunan province which includes government science and technology input, output and policy factors, three aspects and six indexes.Furthermore, comprehensive index method and dynamic DEA window analysis method based on time sequence are used respectively to analyze the overall situation of government science and technology input and output as well as their performance in Hunan province. Grey incidence analysis method is used to analyze the influence degree of each index on the performance level of government science and technology input in Hunan Province. The results show that:(1) The performance level of government science and technology input is relatively low in Hunan province;(2)The transformation rate of government science and technology output is insufficient in Hunan province;(3) In recent years, the scale and structure of government science and technology input still need to be adjusted in Hunan province;(4)The performance level of science and technology input in Hunan province is affected by various factors;(5)In recent years, the comprehensive scientific and technological level has been improved in Hunan province;(6)Municipal government science and technology input and output are not in balance in Hunan province. Finally, based on the overall level of science and technology as well as the analysis of its performance evaluation outcomes in Hunan province, as to the existing problems, five policy suggestions are raised to improve the performance level of science and technology input and output in Hunan Province:(1)The scale of government input in science and technology should be improved and a diversified investment system of science and technology should be established;(2) The supervision and management of the government input should be strengthened in science and technology;(3) Scientific and technological innovation-oriented personnel should be cultivated;(4)A sound mechanism for the transformation of scientific and technological achievements should be established;(5) Overall regional development should be maintained the performance level of science and technology should be improved.
