To actively promote the rural urbanization is an important issue concerning agriculture, rural areas and farmers. To realize the rural urbanization is a great strategy of promoting the development of rural economy as well as the society. To improve the quality of rural urbanization and explore the path of building rural urbanization with distinct Chinese characteristics, it will be conducive to evade the risks and mistakes of the construction of rural urbanization and to help the rural urbanization get on the sound track. This thesis strengthens the research on the basic theory about the quality of rural urbanization. The previous research mainly elaborated the quality of rural urbanization from the aspects of competitiveness of towns, integration of urban and rural areas. and the ratio of urbanization. Under the guidance of the theories of economics and the Scientific Outlook on Development, this thesis analyzes how to quantify and estimate the quality of rural urbanization and puts forward the countermeasures to enhance the quality of rural urbanization. This thesis consists of five parts. The first part gives a brief introduction to the background and the significance of the research, present research home and abroad, content, structure arrangement and research methods. The second part deals with the exploration of the theory of rural urbanization, including the definitions of rural urbanization and the quality of rural urbanization, relevant theories of the quality of rural urbanization and factors which affect the quality of rural urbanization. The third part is the evaluation system of the quality of rural urbanization. In this part, it includes the ways of establishing the evaluation system of the quality of rural urbanization, the test index system of the quality of rural urbanization and the fundamental ways of estimating the quality of rural urbanization. The fourth part analyzes the quality of rural urbanization in Shaoyang city, Hunan province. It includes the basic situation of rural urbanization in Shaoyang city, Hunan province, the analysis of the townships of the same kind in Shaoyang city, Hunan province, and the comparison of rural urbanization in Shaoyang city and other developed cities in Hunan province. The fifth part discusses the tactics of how to improve the quality of rural urbanization. It includes the macro-strategy countermeasures to improve the quality of rural urbanization, the economic measures to improve the quality of rural urbanization and the countermeasures in system creativity to improve the rural urbanization.
