The future competition will no longer among the enterprises, but will be among the supply chains. The single enterprise cost and the benefit competition will approach the limit gradually; many enterprises have realized that the contention the commanding point will be in the profession supply the chain respectively the overall competitive power. However, as a universal phenomenon in the supply chain, the Bullwhip Effect has seriously affected the supply chain efficiency and competitiveness, how to effectively control the Bullwhip Effect in the supply chain has became a big problem that need to be resolved urgently. Based on the supply chain Bullwhip Effect Countermeasures, This article firstly elaborated the background and significance of the study, and introduced the domestic and foreign research present situation, and evaluated the current situation and has a forecast to the research present situation, and told the key point of the research and the technical route of the article, has demonstrated the paper basic outline. Secondly the article introduced several main elementary theories about the paper: the Supply Chain, the Bullwhip Effect and Jointly Managed Inventory, analyzed the basic structure of Supply Chain, the formation mechanism of the Bullwhip Effect, the four forms of the Jointly Managed Inventory, has built the solid rationale for the following research. Secondly the paper studied the relation between the Bullwhip Effect and the Jointly Managed Inventory, has thoroughly analyzed the mutual influence between them in many different angles, and proposed that the Jointly Managed Inventory has influenced the Bullwhip Effect mostly from two aspects: one is the synchronize operations, the other is the risk-sharing, and pointed out that these two aspects make an important influence of the information sharing degree in the supply chain. Lastly the paper constructed the governance model of the Bull-whip Effect based on the Jointly Managed Inventory Strategy, it took the form of the autoregressive integrated moving average ARIMA(0,1,1) demand model, and through the comparative analysis the model demonstrated the positive effect that the Jointly Managed Inventory took to the Bull-whip Effect, at last the article proposed three kinds effective government strategies of the Bull-whip Effect based on the Jointly Managed Inventory, such as: Establishing the strategy partner relations, implement the contract management, construct the realization platform for the information sharing etc.
