A Study On Innovation Model Of State Strategic Material Reserves Of China

To better manage the social economic, as well as to prepare for unexpected wars, serious natural disasters, imbalance of economy or emergencies and other unexpected events incited by the influence against national economy from the international market, state strategic material reserves are accumulated and directly controlled purposively and in a planned way by the nation. State material reserves are important to insure, administrate and balance the development of social economic and social comprehensive security. Big countries around the world always have their own material reserves. Necessary material reserves is an important element to guarantee the stable development of the national economy.With a study on the operating modes of Chinese strategic material reserve as a point of penetration, this paper applies theories of systematic analysis, security management, supply chain management and sustainable development. It gives a comprehensive and detailed analysis to the state material reserves that have existed for more than 50 years, as well as several issues aroused from the re-planned economy when the social benefit is considered primarily. These issues include the reserve system, management system, and management organizations, as well as storage fund, reserve modes, main body of reserve, warehouse layout, the human resource management and distribution system. The state material reserves may be of slight importance even a heavy load to our country if it remains un-renovated. By comparing with foreign systems and referring to their successful experiences, this paper puts forward a series of ideas targeting to improve the operating efficiency and relieve the load of the country, which include state strategic material reserves legislation, dedicated committee, 2.5-level management, converting foreign exchange reserves into material reserves, establishing material bank, comprehensive reserve, multi-body reserves, large warehouses supported by small ones, adjusting the layout of warehouses, and modern logistics.
