Based on objective market inquisition and market orientation, according to many planning methods (e.g. investment plan, architecture plan, sales plan), this paper makes creative planning and operable design about the development of real estate building project in TianJin. Furthermore, the paper makes some directional investment analysis on it.This paper considers that item plans of real estate acts the role as think tank and close assistant of decision-maker of corporation. Development strategy in the period of pre-marketing includes holding item orientation as a whole, developing the plan of product life-force emphatically and forming "the established policy" and important principle of building competitive product. It shows three steps of target market plan: market segmentation, choosing target market and market orientation. We must be aware of competitive advantage, distinguish the attractive segmented market, select overall orientation strategy and keep it through a series of behavior and communication.On the base of design analysis on the example of Tian Jin city, the paper mainly involves the following five aspects: Firstly, real estate tactics; Secondly, it introduces general situation of the item, including geography location, traffic condition, general situation of regional economy, regional development prospect, item plan index of the plot, general ichnography of plan around the item, present situation of the plot; Thirdly, the paper makes research on the real estate market of Tian Jin, which involves analysis of city economy characteristic of Tian Jin, macro-economy and overall conditions of real estate market(supply condition, investment condition, quantity State of beginning and completion of building), analysis of macroscopic demand of real estate market and local districts plate market, market characteristic of district plates, item supply condition in the future and develop trend, facilities for life of traffic, education, and medical treatment, etc. Fourthly according to above analysis, the paper makes item orientation, before which it subdivides region market again according to different product types-housing and commerce.In the paper, it analyses the basis of price orientation, market competition force of product and the train of thought of commercial market orientation, etc. which involves situation, traffic, cultural atmosphere, region facilities, resource of nature; prospect of district planning, market potential. Fifthly it is item economy estimate. This test is based on relational planning index of government, cost standard of building market of Tian Jin, price of product and sales plan; through which the paper carries out analysis of item cost, effect of price of land and finally attains estimate of economic benefits.
