The Countermeasure Study On Improving On The Tianjin Housing Provident Fund System

The housing provident fund system is a major part of housing security system in our country. Through 15 years of development, Tianjin has got remarkable achievements in the housing provident fund system, which makes prominent contributions to improving the housing condition of a great many residents, enhancing the economic increase, promoting the city construction. Anyway, it's undeniable that there's still some distance between the housing provident fund system and the requirement of social development. The housing provident fund system still faces some problems. For example, how could equity and efficiency be further unified in the housing provident fund system by reform and innovation? How could the housing provident fund system serve the economy and the mass with complete, harmonious and sustainable development meanwhile? From the angle of public management, the thesis will review the establishment and development of the housing provident fund system in Tianjin and China, and will focus on analysis and research on some problems influencing the social equity and efficiency in the development of current housing provident fund system, learning foreign experience of social security and combined with practices of Tianjin's housing provident fund system. At the end, corresponding suggestions and resolutions will be brought forward.Structurally, there are five chapters in this thesis. The first chapter of introduction states briefly the background, significance and major contents. The second chapter reviews and analyzes the establishment and development of Tianjin's housing provident fund system, definitely states that the housing provident fund system is a major part of housing security system in China, and generally gives a summary to the housing provident fund system's significant effect since its establishment. The third chapter analyzes some current difficult problems related to the equity and efficiency in the practices of housing provident fund system. The fourth chapter analyzes the way to establish an evaluation system representing equity and efficiency in the housing provident fund system, and brings forward some suggestions and conceptions. The fifth chapter brings forward the resolution and suggestion on housing provident fund system, for example, it shall stick to equity and efficiency with innovative development and management in accordance with law, actually maintain the legitimate rights and interests for housing provident fund payer, and exert more influence in the construction of socialist harmonious society.
