Research On Housing Support Functions For Employees Of Basic Housing Provident Fund In Shanghai

In recent years, the housing problem has become the focus of the topic concerned by the whole society. In Shanghai, such a metropolis, as the arising housing prices in recent years causing part of the crowd without the ability to purchase housing. Shanghai is the first city of China which set up and implemented the housing accumulation fund system, however the high prices make housing fund relative weakening of the housing support functions, how to make housing fund housing support functions to better play before us has become a pressing problem. In this paper, the Shanghai Housing Fund functions of housing security, mainly from the following aspects:First, the author starts with discussing the connotation and the purchase of housing provident fund safeguard function in theory. Then the characteristic, significance and role of the housing accumulation fund are discussed in detail. From multi angles such as the economics and public management areas analysis of housing provident fund housing support functions, to form a theoretical basis.Second, the study analyzes the background and history of Shanghai housing provident fund system. Based on the clarification each stage of development of the Shanghai housing provident fund system, introduces the implementation of the Shanghai housing provident fund system from the aspects of total amount paid housing provident fund, provident fund personal loans and support the purchase area.Third, combined with the actual situation of the literature and the Shanghai housing provident fund system, determine the evaluation index system of housing security functions of the housing provident fund system, a total of 3 level 12 indexes. The author uses the expert scoring method, AHP to determine the weight of each index.Fourth, the author displays the empirical analysis of Shanghai housing provident fund housing safeguard function level. On the one hand, indicators are selected for different income groups to do comparative analysis. On the other hand, according to Shanghai city over the years of relevant data to do a longitudinal comparative analysis on the level of housing provident fund house purchase security function. Then it’s pointed out that the current Shanghai housing provident fund safeguard function level is low, and the low-income groups to safeguard the weaker efforts.Fifth, based on the qualitative analysis and the quantitative analysis, summarize the existing problems of Shanghai city housing provident fund system mainly lies in the narrow coverage, the ratio of deposit single and low, low utilization of funds, interest rate advantage is not obvious, different income groups is not fair. Combining with the relevant housing provident fund policy, conducts in-depth study on the cause of the problems.Finally, lack of Shanghai housing accumulation fund system is processed based on a number of thinking, the main feature is effective to expand the beneficiaries of the housing provident fund system side, so that the housing provident fund system policy to tilt in the low-income group to protect their houses. Benefits fully reflect the original intention of the housing provident fund system.
