Study On The Tender Evaluation Of The Bill Quantity

Valuation with bill quantity of construction works is a pricing mode fit for market economy system, and at present, the main mode for the construction of market formation project. It leads to increasing transparence of construction tender invitation and bidding submission, and low construction prices based on sufficient competition. Existing experience suggests that valuation with bill quantity of construction works is an effective way for saving capital and improving economy benefits. While at the same time, the search for an effective and objective method of bidding under new pricing system is also a new problem aroused for tenders.This article uses all kinds of facts to discuss the solution to all problems existing in the bidding process of valuation with bill quantity of construction works. At first, the article introduces the concept and basic theory of this valuation mode, together with a contrasting analysis of the difference between it and quota valuation. And what's more, it illustrates the important significance of it. Based on this, the paper gives an illustration for concepts and basic method of bidding based on the valuation with quantity of construction works. The contrast of two different bidding system points out the advantage of the former, and enables the author to give a brief explanation of obstacles faced in the generalizing process of it.The paper explains the present situation of tender invitation and bidding submission theoretically and practically. In theory, it concludes the principle, characteristic, main factors and process of bill tender invitation, and also contrastively analyzes the characteristic, applicability, advantages and shortcomings of comprehensive evaluation method and evaluated lowest tender making method .In practice, the article gives illustration, analysis and conclusion on four main problems involved in the process of bill tender invitation, submission and confirmation. According to the essential causes of these problems, it gives three solutions to them all .Idiographic suggestions are given on further construction of construction-market-related environment. What's more, practical plans for scientifically establishing approval standard of reasonable price quoting are provided. And the third, computer-assisted technology should be used to get better evaluation quality and efficiency. This paper does research on the computer-assisted bidding evaluation system of a certain city, and gives a complete and systemic introduction to the all applications. Further explanations show that it not only leads to less work, higher quality and efficiency, but also avoid mostly the influence of artificial factors, representing the fundamentals of fairness, justness and openness. In a word, it has important guiding significance to present bidding work.
