The characteristic and advantage of BOQ are incarnated through studying by the numbers the measure of bill pattern and the sign bottom, clarifying the numeration of the comprehensive unit price and quoted price method in the BOQ. Through analysis of the present main commenting methods -Comprehensive appraisal and Lowest price appraisal. The valuation mode based on PPC and the fuzzy synthetic judgment method is proposed. The PPC mode is used to calculate the weight matrix of evaluating elements. So the fuzzy synthetic judgment method, which combines set theory and marks, can select the object. This method can quantitative analysis and synthetic compare the bidders, so a scientific and reliable result is received.
