Jinan, the capital city of Shandong province, enjoys the advantages of location, industrial foundation, transportation and information to develop tertiary industry. To accelerate the development of tertiary industry is necessary choice to develop the provincial capital economy in Jinan city.During the period of'the Tenth Five-year Plan', finance industry, information industry, technology, education, culture and public health industry, logistics industry, tourism industry, exhibition industry, real estate, trade industry occupy over 80% of the total tertiary industry. According to the existing problems in tertiary industry in Jinan city, the policy suggestion is submitted in the thesis to adjust the industry structure, speed up to set up investment and financing system, improve environment, accelerate infrustructure construction, open market, etc.The research achievement provides the thought for the further study on provincial capital economy and its tertiary industry development. It provides valuable reference for the tertiary industry development in Jinan city.
