In 2015 the formulating of “Internet +” action plan has further promote the e-commerce industry to be the most internationally competitive new industry in China. Provincial capital city is the center of politics, economy, transportation, culture, information, science and technology. It has the strong factor gathering ability and the strong economic radiation ability, which can quickly form the e-commerce market and meet the diverse needs changes of e-commerce market. Therefore, there are some difference between the provincial capital city and the general city in the formation and evaluation of e-commerce industry competitiveness. So, special research on the evaluation system of provincial capital cities’ e-commerce industry competitiveness can provide a theoretical basis for the evaluation of its e-commerce industry competitiveness and e-commerce industry developing plan, which is conducive to enhance the competitiveness of China’s e-commerce industry. This paper focuses on the research content of three.Firstly, this paper emphatically studies the evolution process and competitiveness forming process of provincial capital city’s e-commerce industry. Based on the theory of business ecosystem, the e-commerce industry competitiveness of provincial capital city comes from the internal subsystem competitiveness. The e-commerce industry ecosystem of provincial capital city mainly includes the environmental subsystem, the core subsystem, the supporting subsystem and the security subsystem. These four subsystems will produce environmental competitiveness, core competitiveness, supporting competitiveness, security competitiveness. The competitiveness of four subsystems interact to form a comprehensive competitiveness which evolve to the initial competitiveness, basis competitiveness, basic competitiveness, sustained competitiveness as the provincial capital city’s e-commerce industry experience the development stage, the stage of expansion, the mature stage, the evolution of the stage.Secondly, this paper constructs the concept model and evaluation index system of the provincial capital city’s e-commerce competitiveness. This paper constructs a dynamic conceptual model from the environment competitiveness influencing factors(hard environment, the soft environment), the core competitiveness influencing factors(buyer and seller), the supporting competitiveness influencing factors(platform services, support services, derivative services), the security competitiveness influencing factors(the functions of the government, industry associations, education and scientific research, e-commerce park). And on the basis of those, it has constructed an evaluation index system which contains four criteria, ten factors, fifteen variables and thirty-seven points.Thirdly, this paper introduces a suitable evaluation method to evaluate provincial capital city’s e-commerce industry competitiveness and apply it. The catastrophe progression method is suitable for whole system mutation of the continuous process and discontinuous result, which is suitable for the evaluation of provincial capital city’s e-commerce industry competitiveness. In order to provide a reference for the provincial capital city of the general development of e-commerce industry, this paper selects five provincial capital cities which e-commerce industry develop well such as Guangzhou, Hangzhou, Nanjing, Wuhan, Chengdu as an example to evaluate. At the same time, basing on the process of evaluation to verify the model and index’s rationality. Through the analysis of the evaluation results, Hangzhou, Guangzhou has achieved sustained competitiveness, Nanjing, Wuhan, Chengdu has achieved basic competitiveness. Based on the above research, this paper finally puts forward suggestions for enhancing competitiveness to the provincial capital city’s e-commerce industry competitiveness.
