In 251 county level cities(by the end of the year of 2009) of China, there are 238 non-provincial capital county level cities which constitute about 95 percent of the total number and are body part of our country's county level cities. The purpose of this article is to evaluate the development of the non-provincial capital county level cities by the method of structural equation modeling and compare with the evaluation result by principal component analysis, at the same time, it makes further analysis of the evaluation result from the angles of space location and city scale.Firstly, put the relative theory of city development in order and construct the evaluation system of city development covering three levels of economy,society,environment; identifying this article's theory of evaluation through the comparison of the evaluation theory of the current city development so as to forms the base of theoretically and empirically analyzsis.Secondly, evaluate the development of non-provincial capital county level cities by the method of SEM and PCA which will be compared by the method of spearman correlation coefficient. The result indicates that the SEM has an advantage over the PCA from which tells that as to the evaluation the development of city, the method of SEM is more reasonable and accurate.Thirdly, on the basis of the evaluation result of SEM method, analyzes the development of non-provincial capital county level cities from the angles of space location and city scale. The analysis result of the former angle indicates that the development level of eastern non-provincial capital county level cities tatally far exceed that of in west and central regions and so do the gap of the inner city's development.Analysis of city size showed that the four urban development of large are further more than big, big, medium and small cities in general. Urbans within the district is much higher than the other four, while the large, large, medium and small cities , has no significant difference.both in general or its internal gaps.Finally, based on the above results, policy recommendations were presented to promote the equalization of urban public services among the regions , support policy, regulate their own development ,encourage large and large urban development in better conditions to mega cities, and maintain cities of all sizes to coordinated development.
