Abstract: Since the 1980s, the competence of tourist competition has always been the heated topic of conversation in the tourist circle both at home and abroad. At first, experts laid their research mainly on the dominant tourist areas, and did not pay much attention to the others. With the rise of the non-dominant tourist areas, people began to divert their attention to these areas, therefore the research on these areas have both theoretical and practical significance. In order to provide theory instruction and practice reference for building and promoting the competition competence of the non-dominant tourist areas and to supplement and deepen the theory, this article analyzes the scope and characteristics of no-dominant areas and the factors that affect the regional tourist competition competence with the associated tourist competition competence theory about non-dominant tourist areas and dominant areasThis article is composed of four chapters. Chapter one gives forth the background, the problems, the aims, the contents and the significance of the research. Chapter two discusses the concept of the non-dominant tourist areas and analyzes the nature and the characteristics of it from both macroscopic and microcosmic aspects, it provides a theoretical basis for defining the non-dominant tourist areas. Chapter three gives the concept of local tourist competition competence and its basic characteristics, analyzing the factors that affect this competence. gives forth the strategy on improving the tourist competition competence by using the theory of modern tourism economy. Chapter four takes Binzhou City as an example of non-dominant tourist areas and analyzed the advantages and disadvantages in tourism development in Binzhou and what measures they should take in developing tourism. The closing part generalizes the main points of this article.
