After reform and opening up for thirty years, market-economy system has been established gradually. Market-economy system brings various change for our politics and society with deep effect. As the object of this paper, JiNan gas industry has been transforming under this background. This paper discusses some relative problems about JiNan Gas regulation system in order to find the way for improving.This title discussed is associated theory with practice, of couse, the practice is more important. After the reform of JiNan gas industry, many problems need to be resolved in a new regulation system. Base on this, this paper first introduces the connotation of the public utility and regulation, expatiates the reason to regulate the public utility, explains the development history of regulation research from mercantile regulation rudimental idea, to Keynes governmental intervention theory, to the regulate economics theory now, also introduces up to the minute research fruit in our country. Secondly, it expatiates the main policy in gas industry, explains the basic situation of the market-reform in JiNan gas industry, labors the legislative executive system of regulation and the main problems. Thirdly it comparatively analyse the regulation mode of foreign countries, including the "least intervention" mode of America, the "most stimulation" mode of Britain and the "market amicability" mode of Japan and South Korea. Lastly, the systematic suggestion is put out with legislative area systematic area and policy area.The reform and development of JiNan gas industry is just beginning. In the future, it needs to strength the function of regulation system to lead and restrict the gas industry, needs to set the patten of plural governance, needs to use the experience of developed countries for reference, needs to bring in effective competion to inject energy.
