Linyi Mining Industry Group Co., Ltd. (called as Linyi mining bureau in the past, hereafter refers to as the Linkuang Group) was an old mining area with glorious mining history which established under the planned economy conditions, and a social efficiency enterprise. Because of coal bed reasons and so on mining condition and machine-made mechanism, it was lost money continuously from 1973 to 2001, and the aggregate deficit amounted to 560 million Yuan. In recent years, the enterprise grew strong gradually through the reform remanufacture, strengthen the management, rais the economic efficiency. In 2002, Linkuang Group has realized the profit 760,000 yuan and not to lose money before the subsidy for the first time. In 2005, Linkuang Group produced 5 million-ton coal, realized the profit 385 million yuan, and changed overall management situation for the better. But facing the coal profession's competition getting more and more intense, the limited reserve resources, development finance insufficiency, personnel cloth wrapper heavy and so on difficulties, the scientific, organized and suiting own actual development strategy have became the critical survival development urgent question of Linkuang Group.Based on the widespread collection data message and the consult correlation data's foundation, firstly, the author related combed and narrated the strategic theory which needed to use to the article, such as use the PEST method to analyze the macroscopic environments of the Linkuang Group, by use five strength models to analyze coal profession's present situation and appraise resources and capability in detail, and research its core competitiveness. Then, the SWOT model was used to generally analyze the enterprise inside and outside two aspect's result. Finally, proposed an intermediate stage development strategy and guarantee strategy implementation associated measures for Linkuang Group.This article was divided to six parts. The first chapter is the introduction which introduced this article studies the background, the goal significance and the research technique, combed the management science theory newest progress as well as the Chinese Coal enterprise strategy management theory research course and the present situation; The second chapter is carried on analysis to Linkuang Group's external environment .The author use the PEST method to analys the macroscopic environment, the coal profession's five kinds of competition strength, and the forecast to the coal market's supply and demand situation; The third chapter is analyz Linkuang Group's internal conditions .It was important to analys its resources , ability, and the enterprise's core competitiveness; In the fourth chapter,according to the Linkuang Group external environment and the internal conditions, we propose development strategy guiding principle, the general goals, the strategic frame and the coal industry and the non-coal industry development strategy with the SWOT model ;The fifth chapter is proposed guarantees the strategic implementation the specific measures. The sixth chapter is the concluding remark.In this article, we make effort, on the one hand, to study its success earnestly providing the reference for relate the coal enterprise, on the other hand, to analyze its system mechanism thoroughly the insufficiency, propose science reasonable countermeasure for the beneficial help to this enterprise's development. Theoretically, we carried on the summary to the strategy management theory's most recent development and forecast to future trend of development being beneficial to studies as a whole in the coal enterprise grasps the newest strategy management theory; From the practice, through the utilization correlation theories tool and the analysis methods, we determinate Linkuang Group's development strategy and proposed the operational strong implementation opinion, which benefited Linkuang Group's development and being model for same profession other enterprises and helps.
