Production safety and the economic and social development is closely related. Along with the fast advancement of the marketability and industrialization, the small and medium-sized enterprises growing, the situation of production safety is directly related to the safety of life and property of the masses, and brings widespread implications to the economic development and the social stability. For the underdeveloped areas, because of the economic, management and system factors, the guaranteeing production safety level by the small and medium-sized enterprises is lower, the incidence of production safety accidents is higher, especially in the mining, chemicals, construction, firecrackers and other high-risk areas of industry, production safety contradictions has become increasingly prominent and become a major constraint on the economic and social development of the underdeveloped areas. In view of this, to the work of governance, we must promptly adjust the direction and the mentality of the production safety work, and change ideas from only paid great attention to the large enterprises to each kind of enterprises, especially the small and medium-sized enterprises. What is the production safety status of the small and medium-sized enterprises in the underdeveloped areas? How about the development trends? How should we develop policies and measures to strengthen guarantee of safety? These questions become a sensitive topic on the current government department and the community.In this paper, based on the survey data from 100 small and medium-sized enterprises in Jining City, Shandong Province during 2007 August-November period, the integrated use of research methods of the combination of theoretical analysis and empirical analysis, the combination of quantitative and qualitative analysis, the combination of statistical analysis and case analysis, author studied specifically the production safety work status and the existing problems of the small and medium-sized enterprises in the underdeveloped areas, formed a basic judgement that the guarantee of safety situation of the small and medium-sized enterprises is weak; then, analyzed the internal factors and external factors that cause the guarantee of safety situation weak; as the economic and social development requirements, analyzed the implications that the guarantee of safety situation weak; pointed out the trend of development of the guarantee of safety situation of the small and medium-sized enterprises in the underdeveloped areas. On this basis, the use of the public administration and the production safety theories, and relevant state policies, laws, regulations, as well as materials which author accumulated in the working practice, proposed the overall request, the basic principle and 12 feasible measures to strengthen guarantee of safety of the small and medium-sized enterprises in the underdeveloped areas.
