With continuous innovation and breakthrough of technology, facing to financial crisis, oil price oscillation and increasingly severe pressure on energy saving, many countries and regions such as the United States, Japan, and the European Union have issued and implemented the development of a new electric car strategy since2008. They further clarify the direction of industrial development and significantly increase policy supports. At present, China’s new energy vehicles have only a prototype of industrialization, a slow process of industrialization. Domestic enterprises limit to redundant construction and purchase of technology, lack of competitiveness of core technology, so seeking international cooperation in science and technology will help to promote the development of China’s new energy automotive industry. In academia, researches on new energy industry development and international cooperation in science or technology mode are mature, but researches about both of them are rare. In order to promote the development of China’s new energy automotive industry to achieve industrialization process, it is necessary to explore a mode for international cooperation in science and technology in this industry, and to seek new ways to effective technology spillovers.This paper starts from the new energy automotive industry’s development situation and international scientific and technological cooperation in the status quo, analyses the environment for International Science and Technology Cooperation in China, reveals the main driving force of cooperation, then presents a mode of China’s new energy automotive industry for international cooperation in science and technology.This study focused on the following four aspects:Firstly, elaborating the overview of the development of China’s new energy automotive industry, as well as industrial development as the main feature of the industry alliance status quo. Secondly, analyzing the environment for international cooperation in science and technology of China’s new energy automotive industry based on domestic macro environment and meso environment of the entire industry. Thirdly, building an evolutionary game model to explore the main power of new energy automotive industry’s international scientific and technological cooperation. The model is based on evolutionary game theory as the theoretical basis of bounded rationality and copy dynamic assumptions, reveals the evolution path as well as the long-run equilibrium strategy. Finally, based on the new energy automotive industry’s "three vertical and three horizontal" research and development layout and the characteristics of industrial technology alliance, building a mode for China’s new energy automotive industry in the international scientific and technological cooperation. Then raising the operation mechanism of these two modes and corresponding strategy.
