The former Soviet Union invested considerable human, material and financial resources in housing construction, and scored remarkable achievements. In 1991, the Soviet Union broke up, the social system has undergone a drastic change, the Russia's government started to carry is out privatization policies, in the rapid transition of the institutional stage, the housing industry has undergone tremendous changes. As Russia overall economic environment not good enough, fixed assets investment has reduced, housing and public facilities construction has slowed, the price of building materials has increased; the number of contract has decreased, enterprises lack of capital, the development of the construction industry is restricted, the new housing construction area in Russia once declined sharply, and prices of house are always high. Since Vladimir Putin began to be in power, Russia's economy has recovered to grow and the housing construction has been paid more attention, so housing industry has been developed more rapidly. At present, Russia's housing industries involved in the construction industry, the real estate market and construction materials belong to the early growth stage, especially construction materials import demand is exceptionally strong, foreign investments to the construction field are attracted, construction contracts are abide by the policy of open outward. Therefore, it provides a good opportunity to the cooperation in residential areas for China and Russia.In this paper, through studying individual advantage of China and Russia for cooperation in the housing industry and the cooperation history, based on the analysis of theory of outward and directly investment of developing country/ area, then the author comes to a conclusion that there is a potential for our two countries in-depth cooperation in this field. And through the analysis of the Sino-Russian bilateral cooperation in the field of domestic industries and broad prospects for cooperation, and drawing lessons from the previous successful experience ,then the author points out that we should seriously understand and grasp Russia's policy rules in the future cooperation, follow to the principle of mutually beneficial and win-win, carefully choose partners, notice the environmental protection and respect for the Russian people's will , strengthen the profession coordination management, pay attention to the increase quality and level, to physically act to set up a good image of the Chinese business enterprise.The methodology adopted in this paper is: the combination of quality and quantity analyses, the integration of theory and practice. The purpose is to analyze investment of China and Russia for cooperation in the housing industry and provide some help to achieve scientific decision-making.
