Research On The Cooperation Of Science And Technology Between Heilongjiang Province And Russia

After joining WTO, domestic economy of China will be consistent with international economy across-the-board. China's economy will participate in the process of economical globalization, and blend in the mainstream of global economy. Heilongjiang Province is the next-door-neighbor of Russia. To strengthen the international cooperation of science and technology between Heilongjiang and Russia is a shortcut to accelerate the development of our economy, science and technology, and to cultivate capacity of our technology. From the exterior environment of technology transfer, Heilongjiang Province possesses favorable regional advantages, therefore, it is one of the provinces that have the most cooperation of science and technology with Russia. From the interior environment, Heilongjiang Province sees the cooperation of science and technology with Russia as the important aspects of open-up strategy. It has already achieved certain success in the recruitment of scientific intellectuals and the technology transfer. Heilongjiang Province has already become the important passage of our cooperation of science and technology with Russia. But from the aspect of the cooperation level, Heilongjiang's present cooperation with Russia does not reach the level its geographical advantage provides. Therefore, its source and solution need to be explored and analyzed.Based on the profound analysis of technology innovation, multinational technology transfer, and cooperation of science and technology between China and Russia, the thesis analyzes cooperation environment, present cooperation situation, points out the epistemic, systematic, and operational problems. By the study of the present international cooperation mode of science and technology, aiming at the structure of cooperation mode and its influence on the cooperation, the thesis puts forward justifiable strategy of the mode structure. Finally, in order to carry out the new scheme, this thesis also brings forward the corresponding countermeasure and suggestions: constructs software environment which includes: including strengthing macro-management, establishing lasting stable cooperation relationship, and establishing information exchange method; strengthen the hardware guarantee, including establishing hi-tech risk fund, setting up hi-tech enterprise hatcher, and building intellectual team.
