The two countries are close to each other. So the short distance reduces the transportation cost between the two countries. The two countries have deepen political relations which is the basis of economic cooperation. As the important powers of the world, the two countries have broad market space in the economic cooperation space. The resource endowment difference determines the different comparative advantage between the two countries. Now the two countries face different economic need which leads to great cooperation potential.The content of this article is divided into four parts. The first one is the necessity of the cooperation. As an energy dependent country, the export of oil and gas resources is very important to its economic development. After the Ukraine event, the deterioration of the relation between Russia and the West urges Russia to develop new energy demand market. China is a oil and gas resources demand power. Its transportation mainly rely on sea route, so there is a security risk. Now China also need to seek new markets to diversify its energy import channels. This cooperation can promote Russia into the Asia-Pacific region deeply, and promote the stable development of this region. The second part is the feasibility analysis for the cooperation. Oil and gas resources different endowment between the two countries is the foundation for a long time cooperation. China’s huge demand market is the cooperation advantage. The adjacent geographical position is the cost advantage. The third part is the analysis of present situation and the future development direction of the oil and gas resources cooperation between the two countries. This cooperation is carried forward by the two countries step by step. The scale of the cooperation is improved gradually. The far east of Russia will become a new region for the cooperation between the two countries. This area is closest to the Asia-Pacific region and abundant in oil and gas. The cooperation in the far east can make the transportation more conveniently, reduce the transportation cost and improve the security. Energy cooperation between the two countries in this region will accelerate the local economic development. It can also improve the stability of the region’s economic and political environment. The cooperation in the far east of Russia can improve the energy import security for China and can improve the stability in the northwest. The fourth part mainly analyzes the problems existing in the cooperation and proposes the countermeasures and suggestions. We should increase the government communication and the civilian communication to promote mutual trust between the two countries. Use the “silk road economic belt” strategy to improve the infrastructure in the far east area so as to solve the real difficulties in the cooperation. We should make sure the two countries as the dominant roles and welcome others to join in the cooperation and explore a variety of energy cooperation modes to protect the long-term stability of oil and gas resources cooperation.
