Research On Heilongjiang's Foreign Trade Competitiveness

With the accelerated economic globalization, every country is inevitablyinvolved in the process of globalization. Therefore, a country or a local area's foreigntrade competitiveness directly influences on its international competitiveness. Onlysteady, strong foreign trade competitiveness could guarantee a stable, healthy, fastincrease of foreign trade and exert its function as"economy-driving engine"andconsequently, promoting country's inner industry adjustment and hoistingsynchronously increase in economic. Thus, the way to enhance the competitivenessof a country's export comes into every government's consideration.Since Reform and Open policy, the foreign trade of Heilongjiang province bothin quality, quantity and structure has been strongly improved which makes greatcontribution to economic development of Heilongjiang. However, due to imbalancedpolicy and geographical position restriction, Heilongjiang has not embodied the samecompetitiveness as eastern areas. In order to investigate problems exist inHeilongjiang's foreign trade, exert its advantages and enhance its foreigncompetitiveness, it is necessary to make research on foreign trade competitivenesschanging in Heilongjiang province especially from time dimension. The foreign tradecompetitiveness of a country or a local area could be measured by many indicators.Though every index describes foreign trade situation from its own perspective, itcould still orientate the foreign trade development. Thus, by constructing an indexevaluation system of foreign trade competitiveness, this article firstly reviews changeof Heilongjiang's foreign trade competitiveness from time perspective usingsingle-index analysis and multi-indices general evaluation. Research results indicatethat compared to foreign trade before joining world trade organization,Heilongjiang's foreign trade competitiveness experienced distinctive enhancementand has strong potential, but lacks prompt response to government policy and naturaldisaster. Secondly, this article evaluates the export competitiveness of every categoryof Heilongjiang's primary export merchandises classified by Standard ofInternational Trade Classification. The results implies that the most competitiveexport merchandises of Heilongjiang's are centralized in food and live animals and labor-intensive Miscellaneous manufactured articles, such as articles of apparel,clothing accessories, footwear and so on, and the least are capital-intensiveMachinery and transport equipment. According to the conclusion, severalcountermeasures to enhance the foreign trade competitiveness will be put forwardagainst problems existed in Heilongjiang's foreign trade.
