And dig the root of the problem from development, science and consumption.Finally it discusses the trade of pollution right, pollution charge, environmental tax. And then, at the base of conception and characteristic of the pollution right and its bargaining, this section studies more theories. To developing country as China, although there is a base of economy, the limitation of the market prevents this system. And then, it discusses the base and the block.Pollution charge and environmental tax are used in China now having a good effect. But they also have many shortages. And this dissertation gives some advice. |
